Regular Council Meeting – June 23, 2026

North Stormont Council met on Tuesday, June 23, 2026, to consider a number of items related to municipal infrastructure, recreation, water services, and community development.

Finch Heights Apartment Project

Council welcomed representatives from the proposed Finch Heights Apartment Project to discuss the development. Staff will continue working with the applicants to identify potential solutions and next steps.

Development Allocation Report Approved

Council approved the 2026 Annual Development Allocation recommendations for the Finch, Crysler, and Moose Creek municipal water and wastewater systems. 

Sale of Surplus Land

Council approved the sale of a surplus municipal property to an adjacent landowner.

Avonmore Communal Wastewater System

Council received an update on the Avonmore Communal Wastewater Service, including future infrastructure planning and financing options. By-Law proposed to increase fees and create a reserve for future costs.

Fire Services Policy Update

Council repealed the Township's former Respiratory Protection Program Policy. The policy has been replaced with a modern Standard Operating Procedure (SOP) framework used by North Stormont Fire Services to better support current operational requirements.

Recreation Agreement Updated

Council approved a new Amalgamated Recreation Agreement, replacing the previous 2020 agreement. The updated agreement provides the framework for continued collaboration with local recreation organizations.

Updated Water Usage By-law

Council adopted an updated Water Usage By-law, replacing the previous 2021 by-law. The updated by-law promotes responsible water use and includes an education-first approach to enforcement. 

Animal Care and Control By-law

Council reviewed the draft Animal Care and Control By-law and directed staff to return with a finalized version for consideration at the July 21, 2026, Council meeting.

Service Agreements Approved

  • Renewed the service contract with the Ontario Clean Water Agency (OCWA) to manage the municipal water and wastewater infrastructure and resources.

Supporting Fair Property Tax Assessments

Council endorsed a resolution from the Eastern Ontario Wardens' Caucus calling on the Province of Ontario to resume regular property assessment updates. The resolution highlights concerns that Ontario's current assessment system no longer reflects present-day property values.
