Lost and found animals
To better serve our growing community, the Township of North Stormont has partnered with Russell Township to provide animal services. Through this agreement, residents will benefit from access to a modern animal shelter and enhanced animal care resources located nearby, allowing for more efficient and responsive service.
The Township of North Stormont will continue to respond to and enforce municipal by-laws related to animals. Dog attacks, barking and noise complaints, dogs running at large, and other animal-related by-law matters will continue to be handled by the Township's Municipal By-Law Officer.
If you lose, or find, a dog in the Township of North Stormont
- Please contact the Township of North Stormont Municipal Office and ask to speak to the By-law Enforcement Officer at 613-984-2821 ext. 257, during regular business hours (8:30 a.m. to 4 p.m.) Monday to Friday.
- After hours, please contact the Township of Russell's Public Safety & Enforcement Department at 613-443-3066 (ext. 8) to pick up a missing dog that is being held by a resident.
- Please note Russell officers will only respond to dogs being held and will only respond to dog at large complaints if the animal is creating a public safety concern. Russell Public Safety & Enforcement will care for the animal until they either reunite with their owner or are placed for adoption.
- Canines (dogs) brought to the Russell Shelter will be held for 72 hours before being placed for adoption. Dogs placed for adoption will typically be advertised on their Facebook Page at: https://www.facebook.com/MunRussellTwp
Cats and Responsible Pet Ownership
The Township of North Stormont's Animal Control By-law does not include provisions related to cats. However, the Township encourages all pet owners to take steps to help keep their pets safe and increase the likelihood of a happy reunion should they become lost.
Pet owners are strongly encouraged to microchip their cats and dogs, and to ensure pets have up-to-date identifying information. While collars and identification tags can be helpful, cats are naturally curious and may become caught on fences, branches, or other objects. For this reason, pet owners may wish to consider using breakaway (tearaway) collars, which are designed to release if snagged.
Cats that are allowed to roam outdoors can sometimes create nuisances for neighbours by entering gardens, digging in flowerbeds, or leaving waste on private property. Unneutered cats are also more likely to spray urine to mark territory, which can create unpleasant odours and property concerns.
Residents experiencing issues with stray or roaming cats are encouraged to use safe, humane deterrents, such as:
- Removing food sources that may attract cats.
- Securing garbage, compost, and bird feeders where possible.
- Using motion-activated sprinklers or lights.
- Applying pet-safe scent deterrents around gardens and entry points.
- Installing fencing, garden netting, or other barriers to discourage access.
- Gently shooing cats away without causing harm.
Working together as responsible pet owners and neighbours helps keep our community safe, respectful, and enjoyable for everyone.
Wildlife
Wildlife is a natural part of the North Stormont community in both the rural and settlement areas. There are many ways property owners can reduce the likelihood of wildlife problems such as getting rid of sources of food and shelter on your property and putting out garbage the morning of collection instead of the night before.
The Township of North Stormont does not offer a service to deal with nuisance or injured wildlife on private property. Raccoons, skunks, foxes and any other wild animal found on private property should be removed with the assistance of a pest control specialist or a Wildlife Rehabilitator.
The Ministry of Natural Resources (MNR) has resources available to help you if wildlife is repeatedly visiting/affecting your property.
