A By-Law To Revise Council Remuneration And Expenses And
Repeal By-Law #088-03

WHEREAS, Section 283 of the Municipal Act, Chapter 25 provides that a municipality may pay any part of the remuneration and expenses of the members of any local board of the municipality, and of the officers and members of the local board;

AND WHEREAS Section 283 (5) provides that, if a resolution of a municipality under Subsection 255 (2) of the old Act is not revoked before January 1, 2003, the resolution shall be deemed to be a by-law of the municipality and one third (1/3) of the remuneration paid to the elected members of the Council and its local boards is deemed as expenses incident to the discharge of their duties as members of the Council or local board;

AND WHEREAS By-Law #076-02, Resolution #1104 was passed by the Council of the Township of North Stormont on November 12, 2002, and it provides that one third (1/3) of Council's remuneration is deemed as such expenses;

THEREFORE, the Council of the Corporation of the Township of North Stormont enacts as follows:

That members of Council shall be paid a yearly honorarium, based on two (2) regular Council meetings per month, as follows:

1. Mayor            $15,000.00     Expense $2,400.00
2. Deputy Mayor $12,500.00     Expense $1,500.00
3. Councillors      $8,500.00      Expense $   500.00 Second Term
4. Councillors      $7,500.00      Expense $   500.00 First Term

5. That a rate for extra meetings, to include special meetings of Council, Committee meetings, meetings attended as a result of appointments at large by Council, and any and all meetings other than regular meetings, requiring the sitting of any or all Council members be set as follows: · $75.00 for up to three (3) hours of sitting, with an additional $25.00 per hour or part thereof after the first three (3) hours.
6. That an annual cost of living allowance be applied to aforementioned as gazetted by "statistics Canada Consumer Price Index".
7. That expense allowances for specific events and education as discussed by Council of the whole and agreed to be reimbursed.
8. That a convention/seminar allowance of $1,200.00 be paid per convention, plus a maximum day away allowance of $150.00, to a maximum of three (3) days, unless otherwise approved by Council, to be reimbursed upon return, and included on monthly remuneration report. Each member shall be permitted to attend two (2) conventions per year. This expense allowance is exclusive of registration fees. This allowance is a maximum, and claims should reflect as nearly as possible, actual expenses incurred by presentation of receipts and chits. Should receipts not be provided, the allowance becomes a taxable benefit.
9. That mileage at $0.40 per kilometer shall be paid for attendance at meetings outside the Municipality if a member chooses to provide his own vehicle for transportation.
10. That Council member shall submit claim forms to the Clerk's office on a monthly basis prior to any payments being approved. The Clerk may issue an advance of the expense allowance and the Council members shall take this into consideration when submitting the claim form.
11. That this By-Law shall take effect immediately upon passing, and that By-Law #088-03 of the Corporation of the Township of North Stormont is hereby repealed.
